Kagan is the ultimate Neo-con, he founded the group Project For The New American Century. The real " project " was to set an American Empire. This is Kagan's own summary: " The next administration must learn from Bush's mistakes but should not shy away from using US power to promote American value". Kagan's " thinking" is still fiction based.
