CIA Inspector General John Helgerson said in a 2004 top-secret report his office prepared that the interrogation of Khalid Sheikh Mohammed “appeared to constitute cruel, inhumane and degrading treatment, as defined by the International Convention Against Torture." But the most explosive finding is that detainees were killed during interrogations.
