Justice Department officials are reviewing a proposal contained in a voluminous report prepared by House Judiciary Committee Chairman John Conyers that calls for allowing a special prosecutor who was appointed last year to probe the destruction of CIA interrogation videotapes to expand his probe into the Bush administration’s torture program.
