This is what Brigadier Mark Carleton-Smith, Britain most senior commander in Afghanistan, was saying in October 2008. Since then, the situation has deteriorated. Carleton-Smith also mentioned that the mission was "doomed to fail " unless negotiations were started with some Taleban.
