The Bush administration may have abused or tortured many more detainees at secret CIA prisons than the 14 “high-value” terror suspects already known and hid their whereabouts and concealed their treatment from International Committee of the Red Cross representatives who monitors the treatment of prisoners of war, the agency said in a report.
