WASHINGTON — Atty. Gen. Eric Holder on Wednesday, replaced the Justice Department's top ethics watchdog, one day after a federal judge criticized the agency for moving too slowly in probing alleged government misconduct in the prosecution of former Sen. Ted Stevens of Alaska.
