Dick Cheney stopped CIA Inspector General John Helgerson from completing an investigation into the agency’s use of torture against detainees, but the watchdog was still able to prepare a report that implicated CIA interrogators in three detainee deaths in Afghanistan and Iraq and referred eight criminal cases to the Justice Dept. for investigation.
