Some investors tried to warn regulators about Bernard Madoff, and they say authorities failed to act against him until it was much too late. Now the FBI has set up a hotline for investors who believe they were cheated by Madoff, in an effort to gather information about how the scandal unfolded. A complain was filled in 1999.
